Singapore's Efforts in Building A Clean Government and Its Enlightenment to China

新加坡的廉政制度主要包括治理官员腐败的廉政制度和治理职业腐败的廉政制度两大方面。新加坡的廉政制度建设一方面注重减少产生腐败的机会,另一方面也强化对贪腐行为的惩罚力度,其治理官员腐败和职业腐败的一些经验为中国腐败治理提供了有益的借鉴。中国治理腐败行为,既要加强对贪腐行为的惩治,也要注重对腐败问题的预防,加强源头治理、标本兼治,加快形成不敢腐、不能腐、不想腐的体制机制。

The essences of Singapore＇s efforts in building a clean government system include the following two aspects： govern cor- ruption of the officials and of the professionals. It has paid more attention both in decreasing the chance to breed the corruption and in strengthening the punishment of the corruption behavior, which provide a useful reference for China＇s corruption governance. For one thing China should strengthen the punishment of the corruption behavior; for another China should accelerate the construction of preven- tion system which emphasize the source control and address both the symptoms and root cause that people are afraid to corrupt, unable to corrupt and don＇t want to corrupt.
