论精准扶贫战略的整合性建构

Poverty Governance Change and the Construction of Precise Poverty Alleviation Under the Integrated Horizon

精准扶贫是经济新常态背景下国家扶贫战略的重大创新,其实施以来取得了显著的扶贫成效,同时也面临着现实推进中的认知偏差和政策执行中的制度间隙。通过对贫困治理历史脉络的再梳理以及对精准扶贫政策认识与执行中制度间隙的再审视发现,精准扶贫存在因扶贫政策"连续性断裂"而引发的瞄准脱嵌问题以及目标与手段倒置的风险,面临高度技术要求与执行成本边际效应递减的挑战以及效率与公平逻辑置换的隐忧。农村贫困治理应该从认识论意义上贫困的发生与建构、方法论意义上扶贫瞄准层次的嵌合与协调以及价值论意义上目的的普惠与公平的整合性视域下寻求出路。

The precise poverty alleviation（PPA） is a major innovation in the national poverty reduction strategies under the new e- conomic normal context. Since its implementation, the PPA has achieved significant poverty alleviation results, while also faced with cognitive biases in the reality and institutional gap between policy and implementation. Through re-carding the historical context and re -thinking the gap between policy and implementation, the study found that the PPA exists the problem of aim deintercalation because of the fracture of pro-poor policy＇s continuity, exists the risk of inverting between target and means, faces the challenges of highly techni- cal requirements and the marginal effect diminishing in policy implementation, as well as the concerns of logical replacement between efficiency and fairness. The article argues that the rural governance should seek a way from integrated horizon, which include the gener- ation and construction of poverty from epistemology, the level of embeddted and coordination of poverty targeting form methodology, as well as the unification of benefit and fairness from axiology.
