内蒙古水资源费征收标准的测算

Calculation of Water Resource Fee Pricing Plan in Inner Mongolia Based on a Mathematic Model

为了能定量地制定内蒙古水资源费征收标准,以内蒙古"十一五"规划制定的水资源费征收标准为模板,基于模糊数学模型对内蒙古的水资源费征收标准进行测算。通过计算得到,各行业地表水资源费平均征收标准为0.42元/m^3,地下水资源费平均征收标准为3.00元/m^3,与内蒙古"十二五"规划中的生活用水地表水资源费平均征收标准0.50元/m^3和地下水资源费平均征收标准2.00元/m^3很接近,因此可认为此水资源费征收标准测算方法具有一定的借鉴意义。

According to the Eleventh Five-Year Plan of Inner Mongolia, a fuzzy mathematic model was applied to calculate the water resource fee pricing plan in Inner Mongolia. The results showed an average surface water resources fee of 0.42 yuan/m^3 and an average groundwater resources fee of 3. 00 yuan/m^3. In comparison with the average water resources fees suggested in the provincial Twelfth Five- Year Plan, the difference was negligible. Therefore, the model could provide significant reference for calculating the water resources fee pricing plan.
