高等学校不合格党员退出机制研究

On the Exit Mechanism of the Unqualified Member of the CPC in Higher Colleges

高校党组织和党员是中共党组织及其党员队伍的重要组成部分,及时清退不合格党员有利于保持高校党组织和党员纯洁性。因此,构建高校不合格党员退出机制具有重要战略价值和现实意义。在新形势新环境下,高校不合格党员的退出主要存在着"退出程序不规范","退出方式应用不合理"的问题,而问题的产生可以从主观认知、客观环境与制度两个方面进行分析。鉴于此,科学构建与完善高校不合格党员退出机制必须落实不合格党员退出工作的责任,必须正确把握实事求是的不合格党员退出工作的原则,必须严格规范不合格党员退出工作的程序,必须大力营造不合格党员退出工作的环境。

The Party＇s organizations and members in higher colleges are the important part of the CPC＇s organizations and members. Timely removing the unqualified party＇s member is conducive to maintaining the purity of party organizations and members in higher colleges. Therefore, to construct exit mechanism of the unqualified members of the CPC in higher colleges has important strategic value and practical significance. Under the new situation and new environment, the exit of the unqualified party members mainly exists the following two problems. The exit procedures are not standardized and the way of exit is unreasonable. The problems can be analyzed from the two aspects： the subjective cognition and objective environment and system. In view of this, the scientific construction and improve the exit mechanism of the unqualified member of the CPC in higher colleges must carry out the responsibilities of the job, must correctly grasp the principle of seeking truth from facts, must strictly regulate the program and must vigorously build the work environment.
