剖析专项方案监督管理存在的问题,提出专项方案编制、审核、审批程序和实施的监督管理措施,建议性地提出主管部门对专项方案的监督管理,已得到当地建设行政主管部门的认可,有效地预控了较大及以上安全事故发生。

This thesis analyses the existing problems in the supervision and administration of specialized engineering construction programmes, and puts forward specific measures for the audit, approval, management and supervision of such programmes. The thesis further provides recommendations to appropriate authorities as to the supervision and management of specialized engineering construction programmes. These recommendation have already been ackowledged by local construction administrative departments as effective measures to control the incidence of accidents in such specialized programmes.
