The electronic health literacy of consumers will affect their effective use of electronic health re- sources, participating in their own health management. In this paper, the empowerment theory is introduced to developing the mobile version of the electronic health literacy scale(m-eHEALS); applying m-eHEALS to the evaluation and analysis of electronic health literacy in 3083 cases of network consumers in China, which founds out that their access to health resources in the use of the Internet has an extensive psychological identity and behav- ior tendency, but the interactive judgement ability is low;electronic health literacy and perceived ease of use, so- cial influence, perceived usefulness, perceived risk have positive correlations, and through them indirectly affect consumers" intention to the use ofthe medical and health category App; Finally, this paper discusses how to use the results of the electronic health literacy evaluation, in order to implement the mobile health user habits training, empowerment path selection, risk prevention and application of adoption.
