简论党代会代表结构之改善

党代会代表结构的改善是十七大报告提出的完善党代会制度的前提性工作,对于推进党内实现实体民主、国家建设民主政治和构建和谐社会具有重要意义。当前我国党代会代表结构呈现出精英群体党代表与普通群体党代表比例失衡的特点。改善党代会代表结构要以《党章》为依据,使其符合党员所属阶层分布状况。在党代会中增设随机性列席代表是改善代表结构的新尝试。

Improving the Structure of Representative of the CPC Congress is the premise of the improvement of CPC congress raised by the 17th Party report.It is of great significance to achieve substantive democracy in the Party,to construct na-tional democratic politics and to build a harmonious society.It is imbalant between the Party representative of elite and general class currently.The improving should be based on Party Constitution,to be consistent with distribution of class the Party member belong to.It is a new try to add random representatives who attend the congress.
