公共政策是为公共所作的政策安排,公共政策必须体现公共性、公正性、合法性的伦理诉求。公共政策必须从公共利益出发,为公共利益而作。公共利益的诉求体现了公共政策的公共性、公正性、合法性,因而是公共政策伦理精神的基础。
