中国行政责任制度的再思考

行政责任制度是保证政府组织有效的实现管理社会公共事务职能的重要保障之一,在我国这一制度包括行政组织责任制、行政法律责任制、行政首长负责制、行政岗位责任制等方面。经过多年的探索和实践,这一制度已经初步形成体系,并在行政管理实践中取得了一定成效,但仍需要注意以下几个方面,首先是人民与政府的关系,其次是政府职能的转变,最后是行政责任制度的落实。
