依靠制度创新从根本上解决失地农民问题

轰轰烈烈的圈地运动导致了4000多万"种田无地,上班无岗,低保无份"的失地农民。笔者通过在淄博市的调查掌握了第一手资料,总结出失地农民面临的主要问题,提出落实村务公开和民主管理制度、完善"片区综合价"、改革集体资产管理体制、促进就业等政策建议。

Vigorous 'enclosure movement'led to more than 40 million land-expropriated peasants who have no farmland to cultivate,no chance for jobs and no access to social security. By making related surveys in Zibo the writers collected a lot of firsthand materials. They summarized the main problems faced by land-expropriated peasants. And they propose to implement an open and democratic management system,improve'the comprehensive price',reform collective assets management system,and promote employment.
