我国公共政策中公民参与方式分析

近年来,伴随着公民参与在实践中的发展与完善,多种参与方式的在广泛应用的同时,也产生着诸多的问题。其中最重要的是,公共管理人员究竟应该如何保持公民参与的代表性即政策的公共性与政府管理的效率之间的平衡?公民应该如何有序地参与到公共政策的制定中去?归根结底,公共管理者要运用其智慧,根据不同的情境选择不同的公民参与方式。
