摘要
毋庸置疑,防御型的制度设计对于建设廉洁政府不可或缺,然而,仅仅是防御性的举措并不能很好地实现政府的廉洁化,完善的公务员激励机制对于当代中国的廉政建设意义重大:首先,主动的激励机制与防御型的反腐机制共同发挥作用才能更好地纠正政府公务员的行为;其次,科学合理的激励机制能从根本上提高公务员的工作积极性和主动性,基于科学的设计能够促使公务员选择廉洁高效的工作方式,这对于转型中的中国政府而言,是极为关键的行为导向,在廉洁政府的建设中至关重要。
There is no doubt,defense-oriented system design essential for building a clean government,but merely defensive measures,and not serve the integrity of government,improve civil service incentive mechanism for clean government is of great significance in contemporary China:First of all,the incentive mechanism and active defensive play a role in anti-corruption mechanism may be able to better rectify the behavior of public servants;Second,the scientific and rational incentive to fundamentally improve the work of civil servants enthusiasm and initiative,science-based design to promote clean and efficient civil service selection work,which for the Transformation of Chinese government,is critical to the behavior-oriented,in the construction of clean government is crucial.
