摘要
自1994年起,伴随着我国住房制度改革的发展,我国业主自治制度的发展历史已有近20年,但是基于我国的国情和人文的特殊性,这项制度一直存在着诸多问题,容易引发不少社会矛盾。国外的实践经验已表明,良好成熟的业主自治制度将有效地提高的住宅区管理水平,化解业主和开发商之间,以及业主与业主之间的矛盾。如何制定更加完善、和谐的业主自治制度已成为我国城镇住房制度改革的一项紧要任务。
Since 1994,the homeowners'self-government system has developed near 20 years in China,with the development of the reform of Chinese housing system.However,there are many social issues has been exposured in the homeowners' self-government system,even group activities that endanger public security.According to foreign countries'experiences,a sophisticated homeowners' self-government system can resolve these social issues,defuse the conflict of homeowner and Real estate developers.It is a urgent task for Chinese law maker to establish a sophisticated homeowners'self-government system.
