水库管理工作的核心是水库的利用,搞好水库安全运行管理工作对促进当地的经济增长和遏制旱情举足轻重。水库运行管理工作就是要及时掌握、记录水库各建筑物的工作情况,消除事故隐患,确保工程安全等,对管理人员,特别是工程技术人员,在知识能力等方面的管理素质上提出了更高的要求。
