浅论强镇扩权下行政管理型政府向公共服务型政府的转变

经过数年改革,强镇扩权在一些试行地区已进入深入阶段。根据强镇经济的发展要求以及在强镇扩权中出现的一些问题,笔者认为镇政府实现从行政管理型到公共服务型的转变才是长远的解决之道。这就要求政府必须树立服务理念,提高提供公共产品和公共服务的能力,精简行政机构,培育民间组织,才能提高乡镇工农业抗击风险、社会实现优良治理的能力。

After several years' reformation,the power expansion of strong town has been processed into an in-depth phrase in some pilot areas.Based on the requirements of the expansion and some of the problems aroused in the practice,the author's idea is that the key and long-term solution of these problems is to achieve the transformation of governments' functions from administration to public service.Therefore,it requires the government to establish the idea of service to improve the ability of the provision of public goods and public services,simultaneously,streamlining administration and fostering civil society organizations so as to improve the ability of fighting against rural agriculture and industry crisis and good governance in society.
