摘要
徐祥民教授在《对"公民环境权论"的几个疑问》一文中对"公民环境权论"提出了其对于权利控制权利与以权力控制权利的有效性、环境权的权利和义务不对称等多方面的疑问。但是,笔者对于他的疑问也产生了几点新的疑问。
