摘要
关于当代中国引咎辞职的文献大都以与西方的引咎辞职制度的不同来阐述中国制度的困境,并据此而给以相应的对策,很少关注引咎辞职官员的后续处理方式存在的道德风险。然而由于相应的社会文化政治环境,并没有其他正式或者非正式的制度相配合。就当前中国政治运作方式和人事制度而言,引咎辞职的官员后续处理方式虽然存在着道德风险,却并不是最坏的结果。因此,其中存在的道德风险是合理的,也是无可避免的。
Reading about the resignation of contemporary Chinese literature, mostly with the West, the resignation of different systems to illustrate the plight of the Chinese system, and accordingly give the appropriate response, what's more, few are concerned about the moral hazard, which existing in the follow-up treatment of resignation of officials .However, due to the corresponding socio-cultural and political environment, there is no other formal or informal system to match. While the current Chinese political system and mode of operation of the personnel concerned, the follow-up treatment of resigned officials has a moral hazard, but it is not the worst. Therefore, the existence of moral hazard is reasonable and inevitable.
