城市内涝问题管理研究

目前,随着雨季的到来,城市内涝频繁发生,给人们生活和财产带来巨大损失,这到底是工程建设问题还是行政管理问题,损失应该由谁买单。解决问题是加强管理。笔者分析其中原因,并提出管理思路,以期减少内涝的发生。

At present,along with rainy season's arrival,the urban waterlogging occurs frequently,lives for the people with the property brings the heavy loss,this is the engineering construction question or the administration question,loses should pay by who.Solves the problem strengthens the management.The author analyzes the reason,and proposes the management mentality,by time reduction waterlogging's occurrence.
