为减少人才外流带来的负面影响,印度政府实施的应对政策可概括为以下模式:移民返回模式、移民限制模式、旅居选择模式、补偿模式、补充移民模式、机会保持模式。通过印度的分析表明,制定切合国情的人才政策,综合各种政策模式的优点,可以在最大程度上减少人才外流的负面影响或从海外人才资源中获益。

In order to reduce the disadvantages of brain drain,many countries have implemented different policies which may consist of some patterns as follows: return migration,migration limitation,diaspora option,compensation,recruitment migration and retention opportunities.Through case study on India,the article argued that it is very useful for a country to utilize overseas human recourses by integrating suitable policies and measurements.
