非收费公路是我国公路交通的主体,其投资建设有巨大的资金需求。随着经济社会发展和投融资体制的改革,非收费公路建设需求增长和资金短缺的矛盾日益凸显。文章从PPP模式在我国推广应用的背景出发,介绍了PPP模式的基础框架,阐明了非收费公路应用PPP模式的可行性和必要性,详细分析了PPP模式在非收费公路应用成功的关键因素,并提出了非收费公路应用PPP模式的相关建议。

Non-toll highway is the main body of highway traffic in China, and its investment and con- struction have huge capital demand.With the economic and social development and the reform of in- vestment and financing system, the contradiction between non-toll highway construction demand growth and the shortage of funds has become increasingly prominent.Starting from the promotion and application background of PPP mode in China, this article introduced the basic framework of PPP mode,described the feasibility and necessity of applying PPP mode to non-toll highway,analyzed in details the key factors for the successful application of PPP mode in non-toll highway, and proposed the relevant recommendations for the application of PPP mode in non-toll highway.
