贯彻落实《民办教育促进法》新法的若干思考

Reflections on the Implementation of the Newly Promulgated Private Education Promotion Law

新修订的《民办教育促进法》将于今年9月1日正式实施。原先法律中缺失的一些问题得到明确,一些争议较大的问题得到突破,由此带来一些贯彻落实新法具体的问题。贯彻落实《民办教育促进法》新法,必须从国家对民办学校发展的要求和目标出发,从民办学校发展的实际和阶段出发,全面理解,细心领会。要正确区分营利性和非营利性民办学校,消除落实中的误区,加强地方政府政策创新,发挥各界智慧,解决现实问题,促进民办学校健康、稳定、可持续发展。

The newly amended Private Education Promotion Law is going to be enforced on September 1st thisyear. Some concrete questions are asked when the new law is implemented, although some items are clarified andsome disputed issues resolved. It is imperative to implement the new law by living up to the requirement andexpectations of the nation and carry it out according to the school＇s situation and its developmental phase with anoverall apprehension and careful interpretation of the law. For-profit and non-profit schools should bedistinguished, false enforcement should be eliminated, and policy-making innovation should be encouraged. It isimperative that all walks of life bring wisdom into play and solve practical problems so as to promote the sound,stable and sustainable development of private schools.
