我国经济战略调整与实施的过程,就是转变经济发展方式的过程。这一过程的实现不仅需要深刻认识我国经济发展的阶段,还需要科学理解和移植发达国家的经验。不能超越我国经济发展的阶段,将发达国家的经验当成我国经济改革的前提。当前,供给侧结构性改革是我国经济发展战略调整的具体实施,是"经济增长方式转变——经济发展方式转变——供给侧结构性改革"路径中的重要实施环节,必须夯实支持我国经济持续发展的基础,才能实现转变经济发展方式这一战略,才能在中国经济发展新动能转换中实现供给侧结构性改革目标。
