Countermeasures on Supply-Side Structural Reform of China's Ocean Industry

在经济发展进入新常态的背景下,我国海洋产业发展急需加快供给侧结构性改革,转变海洋产业发展理念,加大对受损海洋生态环境的整治修复力度,重点改善城市生活岸线海洋生态环境,优化海岸线的公众亲海功能,提高绿色安全的海洋水产品和优质高端的海洋生态旅游产品供给能力。具体看,应强化海洋产业综合管控,发挥海洋科技引领作用,保障海洋产业持续健康发展;优化海洋资源供给结构,促进由生产功能向生活、生态功能转变;加强海洋生态文明建设,补齐海洋产业发展短板;完善海洋产业发展的市场机制和融资机制,化解过剩海洋产业产能;依托海洋资源禀赋和比较优势,促进沿海地区海洋产业差异化发展。

Under the background of ＂ now normal＂ economic development,the development of ocean industry in our country needs to speed up the supply-side structural reform,transform the development conception,strengthen the rectification and restoration for the damaged marine ecological environment,focus on improving the marine ecological environment of urban living coastline,optimize the public sea-loving function of coastline,and improve the supply capacity of green and safe marine aquatic products and excellent and high-end marine ecological tourism products. In particular,we should strengthen comprehensive management and control of ocean industry,make use of the leading role of ocean technology,ensure the sustained and healthy development of ocean industry; optimize the supply structure of ocean sources,promote the transformation from production function to living and ecological function; enhance the ecological civilization construction of ocean,make up for development weakness of ocean industry; improve the market mechanism and financing mechanism of development of ocean industry,dissolve excess ocean industry capacity; promote the differentiation development of ocean industry of coastal areas based on endowment and comparative advantages of ocean resources.
