摘要
分析了大部制改革前后食品药品管理监督机构职能变化,对比发达国家液态乳制品安全监督管理经验指出国内存在的质量、供应链、价格、检测技术等问题。从政府、行业、企业及消费者四维度共同监管角度出发,指出应建立科学健全乳制品安全监管机制,如探索新模式、加强法制建设、完善标准体系、落实严格乳制品准入及召回制度等,确保社会大众放心消费液态乳制品。
The paper analyzes the functional changes of food and drug supervision and supervision institutions before and after the reform of the system, and points out the problems of quality, supply chain, price, detection technology and so on, which are compared with the experience of liquid milk products safety supervision and management in developed countries. This paper points out that we should set up scientific and perfect dairy safety supervision mechanism, such as exploring new mode, strengthening legal system construction, perfecting standard system, implementing strict dairy product admittance and recollection systems etc., from four angles of government, industry, enterprise and consumer to ensure that the community at ease consumption of liquid dairy products.
