The Impact of Electricity Market Reform on Demand Response

我国电力市场化改革带来多种电力市场机制的建立,包括中长期电能市场、现货能量市场、辅助服务市场、容量市场等,将对需求响应工作开展产生深远影响。本研究的目的是分析电力市场化改革对需求响应工作的影响,提出未来实施需求响应的建议。一方面分析电改对需求响应机制的影响,在政府定价基础上补充市场定价机制,提高差异化、个性化需求响应资源的参与积极性,同时扩大机制的效用范围,除了提高系统可靠性、提高负荷率,还可有效促进可再生能源消纳、先进机组高效运行和系统经济性提高;另一方面分析电改对需求响应主体的影响,识别出主体将多元化,包括电网公司、负荷集成商、发电企业、售电企业、终端用户等,促进开发需求响应资源潜力。研究结果可对电力市场化改革中需求响应机制设计、需求响应潜力挖掘、多元主体高效参与等提供决策支持。

The reform of China＇s power market will create a variety of power market mechanisms,including long-term electricity market,spot energy market,ancillary services market,and capacity market,making profound impacts on demand response.The purpose of this study is to analyze the impact of power market reform on demand response,and put forward some suggestions for the future implementation of demand response.On one hand the study analyzes the impact of the power market reform on demand response mechanism.New mechanisms will supplement the regulated pricing with market based pricing,encourage differentiated and personalized resources to participate in,and in addition to improve system reliability and the load rate,reduce renewable energy curtailment,improve economic and efficient operation system.On the other hand the study analyzes the impacts of power market reform on demand response participants.The participants are diversified,including grid companies,the aggregators,generators,power retail companies and end users.The study results provide references for the designing of demand response mechanism,the promotion of participation potential,and effective participation.
