摘要
基于2002-2012年的省级面板数据,实证研究技术进步、经济结构调整对能源强度收敛性的影响效应。研究表明:我国省份间能源强度存在显著的空间收敛性且收敛速度达到每年2.1%至2.3%,产业转移推进了产值的空间重构,建筑业的跨区转入、技术进步、国有及国有控股工业企业占比的下降具有减缓能源强度增长率的作用。在通过技术进步提升各区域能源消耗效率的同时,需将产业转移和产权结构的相关政策调控纳入能源强度宏观调控的统一框架体系。
Based on provincial panel data during 2002-2012, the paper discussed the affections of technological progress and the adjustment of economic structure on convergence of energy intensity. The research shows that China's energy intensity among provinces has significant spatial convergence and convergence rate of 2.1% to 2.3% per year. Industrial transfer promotes the space reconstruction of industry output, and generally the industries of eastern tend to transfer out. More importantly, the inward transfer of construction industry, technological progress, and the decline of State owned share can significantly reduce the growth rate of energy intensity. Therefore, it is an important means to realize the unification of green and coordination in economic development by paying attention to the role of technological progress and fitting the relative policies of industrial transfer and adjustment of property rights structure into the framework of energy intensity of macroeconomic regulation and control.
