学术期刊论文撤销制度的引入和本土化改造——兼论学术不端行为治理体系的完善

Introduction and Localization of the Articles Retraction System:And the Improvement of the Management System of Academic Dishonorable Behavior

对于学术不端行为的防治,我国还处在制度不断完善的阶段。学术不端行为在当前社会公众越来越予以关注并监督的大背景下,仍然层出不穷,其根本原因在于现存制度存在缺陷,而直接原因在于科学研究和学术活动本身的专业性、复杂性等特点。当前我国学术共同体对学术不端行为的"制裁"仍属于道德层面的泛泛谴责,系统性的法律法规并未建立。我国学术共同体应深入地思考现行学术不端行为监管防控体制,通过立法明晰行政监管机构的权力和职责,引入并结合中国实际发展出自己的学术期刊论文撤销制度,真正建立起学术团体—出版主体—学者之间的良性循环。

China is improving its mechanism to prevent academic dishonorable behavior. Recently,public concern has been greatly aroused,yet academic misconducts emerge in endlessly. The defects in the existing system are the primary causes that lead to this problem. Moreover,scientific research and academic activity are professional and complicated,which also directly caused academic misconducts. At present,Chinese academic community only criticizes such behavior from moral aspect,and a systematic regulation has not been established yet. We shall ponder deeply over the existing prevention mechanism,prescribe the rights and responsibilities of the supervision mechanism by legislation,introduce and localize article retraction system,and establish a virtuous circle among academic community—main body of publishing—scholars.
