完善宁波特色小镇建设长效机制的对策研究

A Research of the Countermeasures to Perfect the Long-term Mechanism of the Construction of Small Towns with Ningbo Characteristics

自2015年起全省特色小镇创建工作全面展开,宁波2016年也全面铺开了这项工作。一年后在全省的一年大考中,宁波市有的小镇成为省级"模范生",也有的小镇成为"落榜生"。在分析了宁波市特色小镇创建工作中存在的问题后,提出了完善宁波特色小镇建设长效机制的几点具体措施:注重统筹规划融合发展,坚持梯度创建;明确创建目标,挖掘支撑项目;明确运作模式,强化政策支撑;建立创建机制,提高创建工作效率;坚持宽进严定,完善考核制度;塑造特色,坚持开放等。

The constructions of small towns in Zhejiang province commenced in 2015, and Ningbo followed suits in 2016. After one year, some make them into the tops while others the bottoms among all the small towns in Zhejiang province. After analyzing the problems existing in the construction of the small towns in Ningbo, the pa- per issues a few long-term measures to deal with the problems. They include： an integrated and planned develop- ment and a gradient construction; a clear objective and exploration of key supportive projects; explicit operation mode and strong policy support; innovative system to improve the working efficiency; open application but strict management to perfect the standards; characteristics first and opening up, etc.
