推进文化创意和设计服务与制造业融合发展分析——以辽宁省为例

On the Integration of Cultural Creativity and Design Service with Manufacture:A Case Study of Liaoning Province

文化创意和设计服务是高技术密集型和高层次人才密集型的产业领域,具有附加值高和融合能力强等特征,推进文化创意和设计服务与制造业的全面、深入融合,将对促进经济发展方式转变、推动经济结构升级具有重要意义。文章以辽宁省为例,首先分析文化创意和设计服务与制造业融合发展的机理。其次从产业基础、人才资源与制度保障等层面分析文化创意设计与制造业融合的基础。然后探讨推进产业融合的三种模式,最后着重分析推进辽宁文化创意设计服务与制造业融合的实施路径,即发挥文化创意和设计服务的先导产业作用、培育市场体制基础、推动产业集聚、发挥辽宁自由贸易试验园区的先行先试效应和结合《中国制造2025辽宁行动纲要》推进融合。

Cultural creativity and design service, a high-tech and talent intensive industry, is character- ized by high level of added value and integration. The comprehensive and deep integration of cultural creativ- ity and design service with manufacture will accelerate the change of economic development mode and the upgrading of industry structure. This paper focuses on the above issue in Liaoning Province. Firstly, it ana- lyzes the mechanism of the integration of the two industries. Secondly, it discusses the basis of integration from the aspects of industry basis, talent resources and institutional guarantee. Thirdly, the paper discusses three patterns of industry integration. At last, this paper analyzes the paths to advance the integration in Liaoning, namely, to exploit the leading role of cultural creativity and design service, to foster the market sys- tem, to promote the industry agglomeration, to make full use of Liaoning Free Trade Zone, and to implement the integration in line with Liaoning Action Platform for Made in China 2025.
