天津市农村集体“三资”监管问题探讨

Discussion on Supervision of Rural Collective Three-capital in Tianjin

目前天津市10个涉农区已建立了较完善的"三资"监管体系,但随着新农村建设的深入,村集体"三资"监管仍存在诸多问题,理清村集体资金资产资源已成为当前天津新农村建设的重要瓶颈。本文在实地调研的基础上,针对天津市农村集体"三资"监管的问题及其原因进行了深入分析,并针对问题提出了可行性的解决措施。

At present, there was a relatively perfect three-capital regulatory system in 10 agriculture-related districts of Tianjin. However, with the developing of the new rural construction, there were still many problems in the supervision of the three-capital of the village collective, which has become the important bottleneck of the new rural construction in Tianjin. Based on the investigation, this paper analyzed the problems and causes of the three-capital supervision in rural areas of Tianjin, and put forward feasible solutions to the problems.
