摘要
在全球治理理论框架下,联合国儿基会颇有成效地开展了教育援助的各类项目,体现出了人权本位、社会责任导向、基于经济基础的政策规划以及信息、经验全球共享等特征。本研究对我国儿童发展与教育的政策思考主要涉及三个方面,一是当下的问题与"全面二孩"人口政策调整后的全新挑战;二是儿童发展与教育政策和学前教育政策的关系;三是社会公共政策体系与儿童发展与教育政策体系之间的融合。
From the theoretical framework of Global governance, UNICEF has conducted global comprehensive education assistance programs effectively. The characteristics of these programs are human right centered, social responsibility oriented, policy planning based on economics and information and experience sharing. Based on the policy consideration of child development and education in China, this study involves three issues : current problems and challenges from the universal two-child policy; the relationship between child development and preschool education policy; and the integration of social public policy and child development and education policy.
