农村社区特色文化建设，必须按照高标准、高起点、有特色、规范化的要求，科学编制保护利用总体规划；要界定传统村落文化保护、整治、更新的区域和范围，明确具体实施的政策和措施，完善社区文化管理法规，完善保护管理体制，创新制度设计安排，强化传统村落文化遗产的有效保护利用；要鼓励“村民自保，村集体筹资保护”和“产权转移，村集体或政府收购保护”，把传统村落保护利用与改善农民生活需求、提高农民生活水平相结合，合理整治、适度开发，以保护促利用、以创新推发展。
