摘要
本文研究了京津冀雾霾治理的居民支付意愿。针对居民支付意愿及行为选择设计调查问卷,运用双边界二分式CVM方法、支付意愿函数模型及随机效用模型对收集到的数据资料进行统计分析,得出了大气污染治理的居民支付意愿的影响因素,并导出模型表达式;进而计算出大气污染治理的居民支付意愿均值。进一步分析,居民对降低PM2.5的行为选择,从而有针对性地提出了区域雾霾治理的政策建议。
Based on the idea of haze governance being everyone' s responsibility, this paper studied the residents' willingness to pay for haze governance in Jing-Jin-Ji region. Double border dichotomous CVM and behavior choice are presented and then applied to analyze residents' willing to pay. WTP function and random utility models can help analyzing the collected data. The willingness to pay for air pollution governance is influenced by many factors, such as gender, income and marriage. The results show the average willingness to pay for air pollution with 730 sample residents and why the residents refuse to pay for it. Funding gap can be calculated in future air pollution control. Further, the study shows residents' behavior choice, and regional co- ordinate policy should be implemented with pertinence.
