The Development of National Security Law System in Russian Federation and Its Enlightenment

"国家安全"是一个不断变化的社会历史范畴。现今以军事安全为主要内容的传统国家安全逐渐为包括经济、金融、生态、信息、能源等非传统安全在内的现代"国家安全"所替代。俄罗斯国家安全立法发展历史正是这种观念变化轨迹的体现。俄联邦如今已建立起宪法、国家安全基本法、具体领域专门性立法及散布于各部门法或单行法中有关国家安全规定的多层次结构的国家安全法律体系,具有一定的借鉴意义。

＂National Security＂ is an ever-changing social historical category. Today the traditional concept of national security based on military security is being replaced by a modern one whose main contents include economical, financial, ecological, information, energy and other non-traditional secu- rity. The development of national security law system in Russian Federation reflected the change of conceptions. In Russia a multi-level national security law system consisting of Constitution, National Security Act, specialized legislations has been established. We can learn from such a system.
