山东省与广东省FDI与环境污染比较研究

Comparative study on FDI and environmental pollution between Shandong province and Guangdong province

从理论和实证两方面对山东省和广东省的FDI(外商直接投资)与环境污染之间的关系进行探讨。研究认为,FDI对污染物排放有一定的调节作用,随FDI的增长两省的工业水污染有所减少,但FDI对工业废气中的二氧化硫和工业固体废弃物的影响略有不同,差异可能是由两省FDI的产业结构不同导致的。综合判断,两省的FDI与环境污染成负相关,FDI的流入有利于减少污染物的排放,从而改善环境质量。山东省和广东省引进FDI对环境的总体效应是积极的,外资企业的增多并没有加剧环境污染,但是由FDI引起的环境污染确实还是存在的,应在注重引资质量、优化FDI产业结构、完善有关环境污染的法规等方面采取措施以促进山东省和广东省FDI与环境的协调健康发展。

This paper discusses the relationship between FDI and environmental pollution in Shandong province and Guangdong province from both theoretical and empirical aspects. The results show that FDI has certain regulating effects on pollutant emissions, and the growth of FDI will make the two provinces of industrial pollution reduced, but the impact of FDI on sulfur dioxide and industrial solid waste in industrial waste gas is slightly different. The difference may be caused by the different industrial structure of the two provinces. In general, we can make an overall judgment that the FDI has a negative correlation with the environmental pollution in the two provinces, and the inflow of FDI is conducive to reducing the discharge of pollutants and improving the quality of the environment. The introduction of FDI has beneficial effects on the environment in the two provinces. The increasing of foreign-funded enterprises does not aggravate the environmental pollution, but it leads to some environmental pollution. So we should pay more attention to the capital quality, the optimization of FDI industrial structure, and the perfecting on the laws and regulations on environment pollution to promote the development of FDI and environment in the two provinces coordinately and healthily.
