政治工作合法性系统的蚀耗与修复——基于政治系统论的“生命线”审视

Loss and restoration of political work legitimacy system:A survey about "lifeline" based on politics-systematology

聚焦政治工作生命线地位作用面临的新情况、新问题,围绕政治工作发挥作用的内在机理与运行模式,借助于合法性理论与政治系统论的分析框架,建构起一个政治工作合法性系统的理论模型。政治工作合法性系统包括政治信仰、法治信仰、共同体信仰三个主体性要素,以及话语体系、绩效支撑两个控制参量。以现代化为核心的时代挑战与系统回应之间的时间差、方位差造成了政治工作合法性系统的蚀耗,其修复依赖于参量控制与要素修复两个向度。

Focused on the new situation of the political work and centered on the inner mechanism and running pattern of PLA political work, a theoretical mode for the political work legitimacy system （PWLS） is built based on legitimacy theory and politics-systematology. The PWLS consists of three elements： political conviction, belief in the rule of law and faith in community, and two controlling parameters： discourse system and performance support. It is the sluggishness and deviation of the sys- temic response to the challenge of the times with modernization as the core that lead to the loss of PWLS. Thus, the restoration of PWLS depends on parameters control and elements restoration.
