摘要
保障房建设在我国国民经济建设中占有重要地位,能够有效拉动地方经济增长,但因其建设周期长、资金需求量大,政府财力往往难以满足。开发性金融作为政府与市场的桥梁,具有服务国家战略、依托信用支持、市场运作、保本微利的优势,在我国保障房建设方面具有成功经验。本分分析了我国保障房行业发展的现状及趋势、投融资体制,总结了开发性金融支持保障房行业的成功经验和做法,指出了其面临的风险问题,并给出了下一步的政策建议。
The construction of indemnificatory homing in China's national economic construction plays an important role, can ef- fectively promote local economic growth, but because of its long construction period, the demand for funds, the government financial resources are often difficult to meet. As a bridge between the government and the market, the developmental finance has the advantage of serving the national strategy, relying on the credit support, market operation, low capital preservation, and has successful experience in the construction of the security housing in China. This paper analyzes the present situation and trend of the development of China's indemnificatory housing industry, summarizes the successful experiences and practices of the development of fmancial support to the housing industry, points out the risks and gives the next step of the policy recommendations.
