韩国老龄产业制度安排及扶持体系研究

A Study on the Institution Arrangements and Support System of Korean Aging Industry

韩国老龄产业政策目标为到2020年,通过扩大内需及开拓全球市场,将老龄产业发展成可持续经济增长动力产业。为此,韩国政府制定了《低出生老龄社会基本法》、《老龄亲和产业振兴法》及《老人长期护理保险法》,为老龄产业发展奠定了法律基础。低出生老龄社会委员会统一规划和部署韩国老龄产业政策,老龄产业支援中心负责制定老龄产业具体措施。分析韩国老龄产业制度安排、扶持体系及具体政策措施对我国解决战略谋划不足、制度安排操作性差、老龄产业政策手段乏力等问题提供了可借鉴的经验。

The long-term development strategy of Korean aging industry is making it to be the sustainable economic growth momentum industry in 2020 by expanding domestic market and developing global market.For this purpose,Korea had carried out Low Birth and Aging Society Basic Law,Aging Affinity Industry Promotion Law and Old Man Long-term Care Insurance Law,which laid legal basis for the development of aging industry.Low Birth and Aging Society Committee unified plan and deployment the development of aging industry.Aging Industry Support Center responsible for the implementation of policies and measures.By analyzing the institution arrangements,support system,specific policies and measures of Korean aging industry,we can learn its experience to resolve issues such as lack of strategic planning,poor institution arrangements operational and aging industry policies lack of power.
