摘要
社会组织公共性生长,是当代中国新型多元公共性构建的重要内容,对于推进国家治理体系和治理能力现代化具有非常重要的意义。然而,从整体上而言,当前中国社会组织公共性还存在着"组织外形化""弱正外部性"和"偏向性生长"等明显不足,这是由于社会组织公共性生长面临着旧公共性的路径依赖、差序格局的文化制约和制度环境的现实缺陷等诸多制约因素。要走出社会组织公共性的生长困境,需要注重从理念和体制的层面摆脱以往高度行政集权的桎梏,培育和发展个人与共同体之间的公共道德要素,并从管理和支持两个维度建构有利于社会组织公共性生长的良好制度环境。
The publicity growth of social organizations constitutes an important component in the building of pluralistic publicity in contemporary China, which holds a lot of significance to promoting the national governance system and modernizing the governance capability. However, in general, thepublicity of current Chinese social organizations shows evident drawbacks as reflected in decoupling of form and operation, weak positive externalities and biased development, which are due to diverse constraints faced by their pub- licity growth, like overreliance on the old publicity, cultural restriction of the hierarchical order and realistic deficiencies of the institutional environment. To help social organizations get out of such predicament, we should smash the shackles caused by high concentration of administrative power at the con- ceptual and institutional levels, foster and develop public moralities between individuals and communities, and build a sound institutional environment conducive to their publicity growth from the two dimensions of supervision and support.
