中美制造业振兴战略政策支持体系对比研究

A Comparative Study on Policy Support Systems of Chinese and American Manufacturing Revitalization Strategies

对中美两国制造业振兴战略的政策支持体系进行系统梳理,归纳了两国政府政策支持体系的逻辑,比较分析发现两国再工业化战略的政策体系的层次结构不同、政策设计者的权限不同、政策体系的作用群体不同,提出了有效实施我国制造业振兴战略的3点政策建议:提升人才、资金、技术的要素禀赋、明确政府的职能定位以及提高政府的政策执行效率。

Abstract：This paper systematically sorts out the policy support systems of the Manufacturing Revital- ization Strategy used by China and the US, summarizes the logic thread of the policy support systems of Chinese and American governments. Through comparative analysis, this paper finds out that China and the US have different hi- erarchical structures of the policy systems of reindustrialization strategies, different limits of authority of policy de- signers, different objects of action of the policy system. Then, this paper offers three policy suggestions for the Manufacturing Revitalization Strategy of China： improve factor endowment of talents, capital and technology, clear the government function positioning and improve the efficiency of the government＇s policy implementation.
