新型城镇化背景下娄底市产城融合发展探析

City-Industry Integration:Development of Loudi City Under the Background of New-type Urbanization

产城融合发展是资源型城市实现转型升级和可持续发展的重要路径。娄底市作为资源型传统工业城市,其产业结构能级不高、城镇建设和服务水平相对滞后的缺陷严重制约了人口城镇化发展,产城融合面临巨大压力。娄底市应着力推动产业结构转型升级,培育优势特色产业;完善城镇功能,加强特色城镇发展;强化人才资源理念,加快创新创业人才培养,通过产、城、人的协调互动发展来推动娄底市的新型城镇化。

City-industry integration is a pattern of development important for the transformation, upgrading, and sustainable de- velopment of resource-based cities. Loudi is a typical resource-based industrial city. Its integration of city and industry is under e- normous pressure. And its urbanization of population has been greatly hindered by the facts that its industrial structure lacks compet- itiveness and its urban cottstrnction and public services are developed with comparative slowness. To promote the new-type urbaniza- tion of the city, we need to integrate its development of city, industry and people, which means we have to 1 ） push the transforma- tion and upgrading of its industrial structure, 2） develop those industries with local characteristics by giving full play to the local advantages, 3 ） improve its functions to build its own brand, 4） attach greater importance to the talent resources and speed up the cultivation of talents for more entrepreneurship and more innovation.
