网络民族主义对中韩公共外交的影响及对策

Influence and Countermeasures of Network Nationalism on Sino-Korean Public Diplomacy

近年来,中韩两国民众之间的往来日益频繁,随着彼此了解程度的不断加深,误会与摩擦时有发生,这对双边关系的和谐发展造成了一定影响。特别是随着两国互联网人口的急剧增加,作为网络外交的衍生品——网络民族主义情绪日益高涨,对中韩两国公共外交关系的影响不可小觑。因此,两国政府应该在构建软实力和公共外交战略方面积极投入,在完善公共外交的统筹协调、危机应对和新闻发布机制、拓展公共外交渠道、规范媒体、网络言论管理、重视"中国通和韩国通"等人脉资源、强化"人文纽带"等方面加以助力,打开中韩公共外交的新局面。

In recent years,the exchanges of common people between China and South Korea have increased a lot.While accompanied with more and more exchanges,the misunderstanding and unpleasant events also occur between the two countries which has caused a certain negative impact on the harmonious development of bilateral relations.Especially with the rapid increase of the internet population in the two countries,the rising of cyber-nationalism as a derivative cyber diplomacy has a great influence on the public diplomacy between China and South Korea.Therefore,in order to open the new situation of Sino-Korean Public Diplomacy,the two governments should actively invest in the construction of soft power and public diplomacy strategy,such as improving the coordination of public diplomacy,crisis response and press release mechanism,expanding public diplomacy channels,regulating the media and network speech management,paying attention to'China experts and Korean experts'and other network resources,strengthening the'cultural ties'and so on.
