In recent years , China＇s social and economic development both in scale and increment are extremely impressive, the average consumption level of the people and the living standard are also significantly improved. However, the problems of poverty, and the gap between the rich and the poor are perplexing, forming the social and economic development of the ＂short board effect＂, the underpinning function of social security policy has become in- creasingly prominent. The development of contemporary social security system is of modem characteristics, which needs horizontal reference and study, and needs vertical thinking to conclude. Scott＇s The Moral Economy of Farmers contains the idea of social security in peasant society,which provides beneficial thinking to today＇s social security system.
