摘要 发展全球能源互联网将促进更大范围的可再生能源资源开发与消纳,也可促进跨国和洲际间电力交易市场的发展。为定位跨国和洲际间电力交易市场的发展阶段以及制定跨国和洲际间电力交易市场的发展路线,设计了包括跨境交易市场环境、跨境交易市场结构、跨境交易市场质量、跨境交易市场运行机制、跨境交易市场监管等5个维度的跨境电力交易市场成熟度模型,将跨境电力交易划分为潜在市场、新兴市场、初步发展市场、较成熟市场、成熟市场5个成熟度等级。基于成熟度模型对欧洲、北美、中东、东亚4个区域的跨境电力交易进行分析,提取出跨国和洲际间电力交易不同成熟度等级的特征,以及从低成熟度等级向高成熟度等级提升的关键过程活动。最后,基于跨境电力交易市场成熟度模型分析了区域主要国家参与跨国和洲际间电力交易的关键措施,得出了跨境电力交易市场逐步成熟的发展路径。 Developing the Global Energy lnterconnection will promote the greater exploitation and accommodation of renewable energy resources, and also promote the development of cross-border electricity trading market. In order to position the current cross-border electricity trading market and develop the roadmap for the market, a cross-border electricity market maturity model was designed, which was composed of 5 dimensions in terms of cross-border market environment, cross-border rnarket structure, cross-border market quality, cross-border market operation mechanism and cross-border market regulation. The cross-border electricity market maturity levels could be divided into potential market, emerging market, developing market, preliminary mature market and mature market. The features at different maturity levels of the cross-border electricity trading were also identified as well as the key activities to improve from one lower maturity level to a higher maturity level through the analysis of cross border electricity trading in regions of Europe, North America, the Middle East and East Asia based on the model. Finally, the development path of the cross-border electricity trading market for the main countries in the four regions were obtained with the maturity enhancement measures based on the proposed cross-border electricity market maturity model.
