安康生态脱贫及其实现机制研究

Study on Ankang Ecological Anti-Poverty and Its Realising Mechanism

安康位于秦巴集中连片特困地区腹地,同时也是国家生态主体功能区建设试点区域,因而安康的脱贫必须依靠生态脱贫,建立完善的生态脱贫机制。在总结回顾"十二五"安康经济发展和扶贫开发状况的基础上,分析了安康脱贫面临的主要问题,并提出了创建生态脱贫创新机制、加快推进新型城镇化建设机制、完善公众参与机制、创新片区合作机制、建立完善生态补偿机制等具体措施。

Ankang is not only located in the hinterland of the Central Plains and contiguous poor areas, but also a pilot area for the con- struction of national ecological function areas. Therefore, Ankang must rely on the ecological poverty alleviation, to establish a sound mechanism. Based on summing up Ankang economic development of the 12th Five-Year anti poverty alleviation and development, ana- lyzing the main problems of poverty alleviation, this paper puts forward some concrete measures to promote the construction of new urban- ization mechanism, to perfect the public participation mechanism, cooperation mechanism and organization innovation area of ecological migration and to improve the ecological compensation mechanism and so on.
