摘要
鉴于再生水利用市场化的持续发展在于再生水行业能否取得足够的效益,因此通过构建费用-效益模型对再生水系统的经济可行性进行研究与评价。该模型以系统净效益为评价指标,全面梳理城市再生水系统的费用和效益组成,并对一些非货币的模糊性指标进行量化,重点构建了社会环境效益的量化模型。并用系统的年费用值代替再生水年制水成本,通过运行成本加成法制定合理的再生水价格,在此基础上获得系统综合净效益值。将该模型应用到某市2020年再生水利用系统规划中的结果表明,再生水利用系统具有良好的经济效益,可见该模型在经济上具有可行性。
The sustainable development of reclaimed water market-oriented lies in the reclaimed water industry can get enough benefit. Therefore, this paper sets up a cost-benefit model to study and evaluate the economic feasibility of the reclaimed water system. The evaluation index of the model is the net benefit value of the system. And then the composition of the cost and benefit of urban reclaimed water system is comprehensively analyzed and the non-monetary and vague indicators are quantified. The quantitative model of social environmental benefits is established. The annual cost of product water is replaced by the annual cost of the system. Cost plus method is used to formulate reasonable price of reclaimed water and then the system comprehensive net benefit value is determined. Finally, the model is applied to the planning of reclaimed water system in a city in 2020. The results show that the system has good economic benefits. Thus, it proves that the system is feasible in economy.
