摘要
高等教育大众化改革意味着600多所1999年后新建的地方本科院校将承担起培养应用型人才和服务地方经济发展的重任。但是,我国高等教育颇具中国特色的改革模式、过分注重外延式扩张和硬实力建设、轻内涵扩张和软实力建设的发展现状,使得地方本科院校在人才培养模式和硬实力建设方面都陷入了与其他本科院校同质化的困境。为了化解困境,地方本科院校必须进行应用型转型改革和加强大学软实力建设。基于此,本文拟在分析转型改革与大学软实力建设互动关系以及地方本科院校大学软实力建设面临的困境的基础上,从提升战略高度、政府支持和引导、丰富软实力建设的资源基础和回归高校根本使命的视角探寻了转型改革背景下地方本科院校提升大学软实力水平的策略。
The popularization reform of higher education means that more than 600 newly established local undergraduate universities will take up the important responsibility of cultivating applied talents and serving the local economic development after 1999. However, China's higher education reform has its special characteristics, including reform mode with Chinese characteristics, too much emphasis on the expansion of extension and the construction of hard power, light the expansion of connotation and the construction of soft power. Which make the local undergraduate universities are in the dilemma of talent training mode and hard power construction homogenization with other universities. In order to resolve the dilemma, the local undergraduate universities must carry out the applied transformation reform and strengthen the construction of soft power. On the basis of analyzing the interactive relationship between transformation reform and soft power construction and the dilemma of local undergraduate universities' soft power construction, this paper proposes the promotion strategies of local undergraduate universities' soft power construction under the background of transformation reform from the perspective of enhancing the strategic height, strengthen government' s support and guidance, enriching the resources basis of soft power construction and returning the fundamental mission of universities.
