2月21日最高人民法院召开新闻发布会，正式发布《关于全面推进以审判为中心的刑事诉讼制度改革的实施意见》《实施意见》以‘确保有罪的人受到公正惩罚、无罪的人不受刑事追究’为宗旨。
The SPC held a press conference on February 21, releasing the Implementing Opinion about Comprehensively Advancing Reform of Criminal Procedure with Trials at the Centre. The ultimate purpose is to ensure that the convicted ones should be punished in a just manner and those innocent ones should not be subject to criminal prosecution. The Opinion includes 33 articles in five parts. The first part stipulates that judicial principles should be strictly implemented and the concept of adjudication in accordance with law should be established. The second part focuses on the normalization of pretrial procedures for ensuring the concentrated court heating. The third part is about regulating general court procedures to secure fair trial in accordance with law. The fourth part sets out rules about evidence validation for avoiding wrongful convictions. The fifth part is expected to introduce case discernment and classify them into according to their degree of difficulty in a bid to rationalize the allocation of judicial resources.
