摘要
采用网络调查方法对26所台湾地区高校图书馆校外读者管理情况的研究表明,台湾地区高校图书馆在此方面的服务存在以下特征:用户细分、差序开放、适度开放、服务社区、有偿服务。大陆地区高校图书馆应借鉴其经验,在理念层面上,应注重普及社会服务理念;在法制层面上,应完善法律制度保障,理顺图书馆管理体制;在操作层面上,应注重循序渐进,完善对外开放相关制度,适度开放,并努力探索年费制度。
This paper conducts a research on "Off-campus Readers Management" in twenty-six university libraries in Taiwan through online surveys. Results show that Taiwan's university libraries have the following shared characteristics in their "Off-campus Readers Management": modular user groups, differential access, moderate access, community orientation and paid services. University libraries in China Mainland should learn from Taiwan's experiences, integrate community service orientation in conceptual mindset, enhance legal system and streamline library management system on a legal level, and finally, promote gradual progress mechanism, improve regulations on access, advocate moderate access and paid access system on an operational level.
