教育扶贫是阻断贫困代际传递的根本手段和重要方式,其目的是通过办好贫困地区和贫困人口的教育事业进而实现减贫脱贫的战略目标,其本质体现了社会公平正义的价值追求。这种价值追求表现为教育扶贫所体现的差别正义原则和起点公平理念、权利平等原则和过程公正理念、机会均等原则和结果公正理念等方面;而保障贫困地区和贫困人口的教育权利、教育条件和教育收益等,是实现教育精准扶贫起点公平正义、过程公平正义和结果公平正义的必要前提。

Poverty alleviation through education is considered as the true cornerstone and fundamental means to block the intergenerational transmission of poverty, whose aim is to achieve poverty reduction and eradication by promoting education in deprived areas of the country. It emphasizes the value of social equity and justice, which manifests the principles and ideas of differential justice, fair entry point, equality of rights, fair process, equal access and fair outcome. The rights of residents in poverty-stricken areas with equal access to education, sound educational conditions and educational benefits need to be guaranteed, which is the prerequisite of applying aforesaid principles to achieve accurate poverty alleviation through education.
